Monez seeks second term on city council

Turlock city councilmember Rebecka Monez is set to run for reelection in District 2 after submitting her paperwork to the city clerk on Friday — the last possible day for incumbents to do so.

Because Monez — who defeated Gil Esquer and Ruben Wegner for the seat in 2020 — filed her paperwork and, thus, put an incumbent into the race, the District 2 filing period is closed.

The filing periods for District 4 and city treasurer, both without an incumbent seeking reelection, is automatically extended until Wednesday.

Vice-mayor Pam Franco, the current District 4 councilmember, will seek to win the treasurer’s seat in November, while current treasurer Diana Lewis is not seeking reelection.

Monez will be up against Milt Trieweiler, a community activist and a staple at city council meetings, who has long maintained that Monez does not reside in the district she represents.

Monez, meanwhile, has made the renovation of the Columbia Park swimming pool the cornerstone of her election platform.

Overall, the pool project will cost about $9.1 million, which takes into account construction, demolition of the old pool, and the purchase of pre-built structures for a concession stand, restrooms and a facilities/storage hut.

The city is covering nearly $5.1 million of the project with money from its pilot cannabis program, and utilizing an additional $3.8 million in leftover American Rescue Plan Act funds. A grant from Turlock Irrigation District will cover another $200,000.

Ricardo Lopez Martinez pulled papers on July 30 to be a candidate in the District 2 race, but he did not file the papers by Friday’s deadline, according to the city’s website.

As it stands, Erika Phillips is the lone candidate running for the District 4 council seat after former Pittsburg mayor Frank Aiello opted not to run. If no other candidate emerges before Wednesday, Phillips will run unopposed.

Michael Abram, husband of councilmember Cassandra Abram, pulled papers to run for treasurer, and with no incumbent in that race, he has until Wednesday to submit the paperwork. If he does not submit by Wednesday, Franco will run unopposed.

Mayor Amy Bublak, and councilmembers Kevin Bixel (District 1) and Abram (District 3) are not up for reelection until 2026.

Franco’s departure from the council and Trieweiler’s challenge of Monez have the potential to upend the council’s voting dynamic as Bublak stands to lose one, and possibly two, of her legislative allies.
