Council to consider funding design work for four new roads projects

The Turlock City Council will consider on Tuesday approving design contracts for four new roads projects that would see over 40 city streets rehabilitated within the next three years.

The four roads projects include: 7,619 feet of roadway in northwest Turlock (including Dels Lane, Fenn Court, Pomona Court, Humboldt Court, Berea Court and Seaborg Court); 20,926 feet of roadway in northeast Turlock (including N. Olive Avenue, Bennington Avenue Salem Way, N. Berkeley Avenue, Radcliffe Way, among others); 11,518 feet of roadway in southeast Turlock (including E. Linwood Avenue, Rosewood Drive, Baywood Lane, 5th Street and Rockwood Avenue); and 20,973 feet of roadway in central Turlock (including N. Broadway Avenue, Orchard Street, Alpha Road, S. Minaret Avenue, Chestnut Street, among others).

The design contracts — with three different professional consultants: Mark Thomas & Company, Provost & Pritchard Consulting Group and Siegfried Engineering — for the four projects together total over $3.7 million that, if approved, would come from Measure A funds.

In general, each consultant’s proposed scope of services includes pavement cores and soil sampling, pavement design, supplemental surveys, utility coordination, preparation of Plans, Specifications and Estimates (PS&E) package, assistance during the bidding phase and design assistance during construction.

The total cost of construction for each project is estimated as follows: The northwest roads that includes Dels Lane, between $9 and 10 million; the northeast roads that include N. Olive Avenue, between $7.4 and 9.4 million; the southeast roads that include E. Linwood Avenue, between $3.6 and 5.6 million; and the central roads that includes N. Broadway Avenue, between $13 and 15 million.

Given the number of street sections, city staff is anticipating that the design of the bid packages will be completed in 2025 and 2026. Bid packages will then be advertised as they are completed, with due consideration given to the funding levels and availability of contractors, for construction through 2028.

Also at Tuesday’s meeting, the council is expected to:

·         Consider issuing a letter of support and financial contribution of $1 to We Care Program so they are able to apply for a Permanent Local Housing Allocation one-time grant from Stanislaus County;

·         Hear an update on the Columbia Pool renovations;

·         Discuss the council’s vision and goals for fiscal year 2025-26 budget with finance director Isaac Moreno; and

·         Accept the city’s audited financial statements for the fiscal year ending June 30, 2023.
